Agency History
Liberty Corner Enterprises, Inc. (LCE) was founded in 1987 to provide vocational/day services to persons with disabilities in the Asheville area who were not being served by existing programs. Blue Ridge Center for Mental Health, Developmental Disabilities and Substance Abuse Services (now Western Highlands Local Management Entity), Western Regional TEACH Center and WNC Group Homes for Autistic Persons (WNCGHAP) worked together to develop the program.
1987 LCE started as a day program for five gentlemen living at WNCGHAP and one individual supported through a Community Alternatives Program (CAP) slot. 1988 LCE served sixteen people: nine people in an Intermediate Care Facility (ICF) and seven people through an Adult Day Vocational Program (ADVP) and CAP resources through Mental Health, Developmental Disabilities and Substance Abuse Services with three full-time and one part-time staff positions. 1989 LCE partnered with Vocational Rehabilitation (VR) and Blue Ridge Center (BRC) to offer Supported Employment Services. 1990 LCE supported 30+ people in the day program and 5+ people in our Supported Employment program. We had 10 staff. 1991 LCE continued focus and growth of the Supported Employment Program. We established partnerships with businesses and developed a janitorial service. 1992 LCE started our first residential group home for individuals who were class members of the Thomas S. lawsuit - a lawsuit in North Carolina that mandated community-based services for individuals with co-occurring developmental disabilities and mental illness that had been inappropriately placed in State mental institutions. Staff expanded to 20+. 1993-1996 LCE experience continued growth vocationally and residentially. 1996 LCE purchased and remodeled our present location at 147 Coxe Avenue, Asheville, NC. The location has 7,500 sq. ft. of office space and approximately 8,000 sq. ft. of production/day program area. 1997 LCE developed its own training curriculum with 56 hours of required training for all staff. The staff continued to grow in numbers, now at 127+. 1998 LCE clarified and embraced the foundation of core beliefs and culture change that we still embrace today - Person Centered Thinking, Gentle Teaching 1999 "Operation Close Workshop" - Plans were formulated and put in place to close the day program component of our services and transition to employment in the community. 2000 "Operation Close Workshop" continued as planned. More people moved to Supported Employment. Production and day program staff become employment techs and job coaches. We also support 32 people in 21 homes in Western North Carolina. 2000-2003 LCE experienced continued growth in residential and vocational services. The agency is serving 100+ in both residential and vocational services. 2004-Present LCE partnered with WNC Housing, Inc. to provide property management for 60 units for individuals with mental illness and developmental disabilities. LCE began providing Case Management and Community Support Services.
